Since the signing of the Alternative Handling and Safety Participation Agreement, the training provided by the Carrier to UTU members who have chosen to participate in safety has been somewhat inconsistent, and occasionally even misleading. In order for our members to have a good working knowledge of our safety initiative (from the UTU perspective), and in order to drive the safety process regardless of the Carrier's level of involvement, we have prepared this outline of a model safety program.
