Under Article 17, Section B(2) of the former Frisco collective bargaining Agreement, Extra Conductors and Brakemen may request up to 10 hours rest at their home terminal and hold their position on the Extra Board. Some months ago the Carrier began offsetting employees' extra board guarantee in these circumstances on the assertion that they had made themselves "unavailable" for service. After much discussion with both Labor Relations and operating officers on this subject, the Carrier has abandoned that position, and the appropriate instructions have been issued to the crew management and timekeeping departments. Claims of record in our office will be handled accordingly. Claims still in local handling should be progressed in the usual manner for resolution with Labor Relations.
