Three draft Agreement proposals have been distributed to the Local Chairmen in connection with our efforts to address fatigue-related issues as mandated by the National Work/Rest Guidelines/Principles. One proposal would prohibit the Carrier from calling any employee in pool service subject to the Agreement before he had secured 8 hours undisturbed rest. The second proposal is a prototype now being considered for a local trial period that would guarantee employees in unassigned pool freight service the right to lay off three days out of ten, on days specifically allocated to him in advance. The employee would not be required to be off those days, but the decision to lay off is solely at the employee's discretion, regardless of manpower or any other factor. The third proposal moves the normal reporting time for employees returning from vacation from midnight to 7 AM. This change was driven by the results of fatigue research strongly suggesting that after employees have been away from the railroad environment for a few days, their reentry to this work environment should take place during daylight hours if possible.
