The Carrier advised us late last year that it intended to use Computer Based Training (CBT) for rules training and testing on some parts of the railroad this year. Because of the limitations on access to computers programmed for CBT, the Carrier advised that each employee would be given a specific date for the training and testing. To make it as simple and convenient as possible for Crew Management, the plan was to require each employee to take the GCOR training and testing on the first day after they returned from vacation. We objected to this, since no one wants to spend their vacation preparing for a rules test the first day back. After some discussion it was obvious that the Carrier would not consider other possibilities. However, the Carrier did agree to allow employees to take the test voluntarily before their scheduled testing date, and further agreed that if employees did so without losing time from their assignments, they will be paid a flat $200.00 incentive for early completion of the CBT. If this initial program proves successful, the Carrier plans to expand CBT to all territories, and will eventually make the entire curriculum available via the internet. Additionally, the Carrier plans to tailor the GCOR testing so there will be a specific test for employees who work exclusively in yard service, another test designed for mountain grade territories, etc. Early, voluntary testing on CBT is strictly the employees' option, and employees who elect not to test early will simply report for testing on their scheduled date and be compensated as outlined in the Agreement.
