BNSF Says No More Payroll Printouts -
General Chairman Files Blanket Claim

(10-29-99)

With the rollout of the new TK Timekeeping system, the Carrier has advised us that it will no longer furnish a payroll printout to each employee as has been the past practice for several years. Instead, electronic earnings statements will be available on the Carrier's computer system, and if employees want a printout, they will have to go to the Carrier's facility, log onto the computer and furnish it themselves. Carrier also advised that claim declinations will no longer be included on the earnings statement, but will be stored in a separate field in the computerized system, and that electronic transmission of the declination to that separate field will begin the applicable 60-day time limit for appeal. UTU General Chairmen responded by reminding the Carrier that the Uniform Time Limit Rule requires the Carrier to furnish a printout, and the date of delivery of the printout begins tolling of the time limits. Employees were not furnished a printout for first half October, 1999 earnings. If fact, even the electronic earnings statement function became inoperative just before payday, and was not again active until midday on October 29, 1999. General Chairman Kerley has submitted a blanket claim on behalf of every GO-001 UTU craft employee covered by the Uniform Time Limit Rule, claiming a day's pay for the violation on October 29, 1999. Additional claims will be submitted until the matter is satisfactorily resolved.
